  "administration" is a standardized identifier (this identifier may be used without its associated number in the ASN.1 notation of an OID).

Information:

According to Rec. ITU-T X.660 | ISO/IEC 9834-1, clause A.2.5, child OIDs have the values of Data Country Codes (DCCs) as defined in Rec. ITU-T X.121 (this OID repository is aligned with the list of Data Country or Geographical Area Codes issued on 15 Mar 2011). Each country should be assigned at least one 3-digit DCC. Subsequent OIDs (of the DCC) are allocated as necessary by the Administration of the country identified by the DCC.

DCCs are followed by a network digit (0 to 9) to create Data Network Identification Codes (DNIC) identifying up to 10 public data networks. DNICs are registered under {itu-t(0) network-operator(3)}.

This OID is used for example in Rec. ITU-T Q.1902.3, clause 6.48.
